Statement: 

Infill development is the process of developing vacant or under-used parcels within previously built areas. These areas are already served by public infrastructure, such as transportation, water, wastewater, and other utilities. Most communities have significant vacant land within their city/county limits, which, for various reasons, have been passed over in the normal course of development.

 

Ideally, infill development involves more than the piecemeal development of individual lots. Instead, a successful infill development program should focus on the job of crafting complete, well-functioning neighborhoods. Attention to design of infill development is essential to ensure that the new development fits the existing context, and gains neighborhood acceptance.


 

Recommended Policies

  1. Use Cluster Mapping to show opportunity sites in Trinity County that could be prime infill developments

  2. The County shall work with the private sector to identify, market, and develop key vacant and/or underutilized properties within the existing services boundaries.

  3. Where economic and residential uses can be made compatible, the County shall encourage development projects that feature "smart infill" elements.

  4. Explore available models for renovating an existing building or constructing a new building to house a shared training facility for use by all county educational entities. The facility should have technology to accommodate distance learning from nearby higher education institutions.

  5. Conduct a countywide workforce housing analysis to assess the existing housing market, evaluate the regulatory environment, identify potential capacity for new development, and provide clear recommendations on ways the County can attract new housing. The analysis should do the following:

    1. Provide a supply and demand analysis, which includes a review of historical trends and a discussion of potential capacity where new development could be supported.

    2. Assess the county’s existing housing market, including a review of demand drivers such as pricing (ownership and rental), education, and quality of life.

    3. Evaluate the regulatory environment and seek to understand the existing municipal code, land-use code, impact fee structures, and permitting process. Identify any code elements that are negatively influencing development feasibility.

    4. Conduct outreach to market participants (e.g. builders and local officials) and stakeholders (e.g. employers and community groups) to understand relevant local perspectives on opportunities and challenges.
